We've been thinking about how to accommodate folksonomy and ontology without enforcing the rigors of grammar and structure, and have generated a set of requirements about that.

The user requirements are to permit both sheep-herding and emergent behavior. Said another way, things that need to be related are, and those not required to be related can be.
